The file:gd-2.0.35.tar.gz download contains a ./configure which is older
than configure.ac, triggering Make to call Autoconf and then ./configure itself... not so good if Autoconf is not available, or if flags
(such as --prefix=) were specified when ./configure was invoked.
All. The bug is inherent in the files which are part of the release.
You run ./configure and it reports version 2.0.34. Plus, check the dates on the cited files:

No sane workaround exists for the customer. Issuer should run Autoconf and reissue. As an interim measure I might make available a repackaged distribution on request.
